这不是新话题，但欧盟从"建议"转向"强制限制"的节点值得警惕。2022 年 Schrems II 判决后，很多公司靠 Standard Contractual Clauses 继续跑美云，这次若落地为行政禁令，SCC 也救不了场。
短期看，欧洲本土云厂商如 OVHcloud、SAP 会吃到政策红利；长期看，AI 公司需要重新设计数据分层架构——模型训练放美云、推理和敏感数据放欧云，这种"地缘架构拆分"会成为标配。
如果你在做 toG 或跨境医疗、金融 AI，现在就该摸底客户合同里的数据驻留条款，别等禁令落地才被动迁移。

OMG just do, EU needs some balls. Upcloud, Scaleway, Hetzner, OVH are all production ready . EU business leaders are so afraid of not using the biggest provider they are blind to how you IT can absolutely run 100% on compute from these providers and opensource
If you're government then you can use on-prem, why TF do you need "cloud"?. It's not like suddenly your user base(national population) could double overnight and you need such levels of scalability.
You might ask the US gov why they use cloud if they could do it "on prem" And the answer is, only a very select gov clients have the $ and the skills to do it
